  El estudio que se presenta tiene como objetivo general determinar como la planificación estratégica se relaciona con la gestión administrativa de los gobiernos autónomos descentralizados en Ecuador, la investigación es necesaria porque intenta encontrar aportes significativos a la aplicación de la planificación estratégica y gestión administrativa en el municipio, y podrá ser generalizado a otros cantones del país para una correcta utilización de sus recursos, normas y procedimientos con miras a un mejor funcionamiento mediante el logro de sus objetivos. Por lo tanto, para el desarrollo de esta investigación con la necesidad de identificar los inconvenientes que existen en la gestión administrativa desde el punto de vista teórico porque se usó el método científico y la relación de todas las teorías de planificación para obtener una guía metodológica de planificación acorde con la problemática diagnosticada.

  The study presented has the general objective of determining how strategic planning is related to the administrative management of decentralized autonomous governments in Ecuador, the research is necessary because it tries to find significant contributions to the application of strategic planning and administrative management in the municipality. , and it may be generalized to other cantons of the country for a correct use of its resources, norms and procedures with a view to a better functioning through the achievement of its objectives.

  Therefore, for the development of this research with the need to identify the drawbacks that exist in administrative management from the theoretical point of view because the scientific method and the relationship of all planning theories were used to obtain a methodological guide for planning according to the problem diagnosed.
