  El presente artículo se persigue como objetivo de investigación, analizar el derecho de participación ciudadana consagrado en la Constitución de la República del Ecuador y en la Ley Orgánica de la Función Legislativa, También se analiza como interviene la ONU como organismo veedor de las elecciones de un estado y así dar su enfoque en el proceso de formación de la ley, y el nivel de participación ciudadana a través de cada uno de los mecanismos que prevé la Norma Suprema y la Ley, tales como: iniciativa popular normativa, presentación de observaciones y consulta prelegislativa. Con esta finalidad se parte, por un lado, de una introducción teórica de lo que se entiende por el derecho de participación, los principios de la participación ciudadana, los diferentes tipos de democracia, el procedimiento que sigue la Función Legislativa para aprobar las leyes, hasta llegar a la definición de los mecanismos referidos anteriormente. De esta forma se puede analizar que permite incrementar los niveles de participación ciudadana en el proceso de formación de las leyes, por lo que constituye una fuente de consulta de investigadores o académicos interesados en los derechos de participación ciudadana.

  The present article pursues as a research objective, to analyze the right of citizen participation enshrined in the Constitution of the Republic of Ecuador and in the Organic Law of the Legislative Function, It is also analyzed how the UN intervenes as an oversight body of the elections of a state and thus give its focus on the process of formation of the law, and the level of citizen participation through each of the mechanisms provided for in the Supreme Norm and the Law, such as:

  normative popular initiative, presentation of observations and consultation pre-legislative With this purpose, it starts, on the one hand, from a theoretical introduction of what is understood by the right of participation, the principles of citizen participation, the different types of democracy, the procedure followed by the Legislative Branch to approve laws, until reaching the definition of the mechanisms referred to above. In this way, it can be analyzed that it allows increasing the levels of citizen participation in the process of formation of laws, which is why it constitutes a source of consultation for researchers or academics interested in the rights of citizen participation.
