Resumen de Estrategias de acceso de víctimas de Covid-19 a los servicios de salud y asistencia social en el Hospital de Clínicas

  La falta de una política integral de asistencia social y la escasa respuesta estatal constituyen obstáculos para el ejercicio de derechos. La pandemia del Covid-19 profundizó la desigualdad en el acceso a la salud en Paraguay, a pesar del derecho y las garantías de acceso a la asistencia pública. La investigación buscó identificar los factores de acceso a las políticas de salud que enfrentan los pacientes de Covid-19 en el Hospital de Clínicas y las estrategias a las que apelan para superarlos. El presente estudio es de nivel exploratorio, descriptivo de mixto (cuantitativo - cualitativo), realizado en el marco del Proyecto “Factores de acceso a las políticas de asistencia social que enfrentan familiares víctimas de Covid-19 en el contexto del Hospital de Clínicas y estrategias superadoras en el año 2021”, apoyado con fondos de la Dirección General de Investigación Científica y Tecnológica del Rectorado de la Universidad Nacional de Asunción. Se entrevistó a 43 familiares de pacientes de Covid-19 del Hospital de Clínicas a quienes se aplicó una encuesta a través de un formulario en línea de google y entrevistas a actores clave según criterios de inclusión y exclusión. La participación de los sujetos de estudio fue de carácter voluntario, previa lectura y firma del consentimiento informado. La investigación reveló los factores de acceso a las políticas de asistencia social que enfrentan familiares víctimas de Covid-19 y recuperó las estrategias desarrolladas por los mismos para superar las dificultades de acceso a la asistencia social y servicios públicos de salud en el contexto del Hospital de Clínicas.

  The lack of a comprehensive social assistance policy and the scarce response by the State constitute obstacles for the exercise of rights. The Covid-19 pandemic deepened the inequality in the access to health in Paraguay, despite both the right and the guarantees of access to public assistance. This research sought to identify the factors for access to health care policies faced by Covid-19 patients at the Hospital de Clínicas and the strategies employed by them to overcome such policies. The study is exploratory, descriptive, mixed (quantitative-qualitative), and was carried out within the framework of the Project “Factors of Access to Social Assistance Policies Faced by Family Members of Covid-19 Victims in the Context of the Hospital de Clínicas and Coping Strategies in 2021”, supported by funds granted by the Office of the General Director of Scientific and Technological Research, Office of the Rector, National University of Asuncion. Forty-three family members of Covid-19 patients at the Hospital de Clínicas were interviewed by means of an online Google survey and key actors were interviewed according to inclusion and exclusion criteria. The participation of the subjects of the study was of a voluntary nature, following the reading and signing of an informed consent form. The research revealed the factors of access to the social assistance policies faced by the family members of Covid-19 victims and retrieved the strategies developed by them to overcome difficulties regarding the access to social assistance and public health services in the context of the Hospital de Clínicas.
