    Information systems have the potential to improve the efficiency and quality of public sector services. However, effective use of these systems is essential to achieving these benefits. The theory of effective use suggests two types of actions that promote effective use: adaptation and learning. Thus, analyzing adaptation and learning as factors that promote the effective use of information systems in the context of public organizations should help institutions and expand the theory of effective use. In this sense, the general objective of this working paper is to estimate the effect of adaptation and learning factors in promoting the effective use of information systems in Brazilian public organizations. The results of this work can help managers to better promote the effective use of systems and achieve higher levels of performance.

    Os sistemas de informação têm o potencial de melhorar a eficiência e a qualidade dos serviços do setor público. No entanto, o uso efetivo desses sistemas é essencial para alcançar esses benefícios. A teoria do uso efetivo sugere dois tipos de ações que promovem o uso efetivo: adaptação e aprendizado. Assim, analisar a adaptação e o aprendizado como fatores que promovem o uso efetivo dos sistemas de informação no contexto das organizações públicas deve auxiliar as instituições e ampliar a teoria do uso efetivo. Nesse sentido, o objetivo geral deste working paper é estimar o efeito dos fatores de adaptação e aprendizagem na promoção do uso efetivo de sistemas de informação em organizações públicas brasileiras. Os resultados deste trabalho podem auxiliar gestores a promover melhor o uso efetivo dos sistemas e atingir maiores níveis de desempenho.
