El servicio social a menores de edad: La emergencia de una experticia profesional

    En el artículo se recuperan reflexiones sobre el servicio social a menores de edad por parte de agentes que han volcado, en las publicaciones de la Escuela de Servicio Social de Santa Fe y en las primeras jornadas provinciales de Servicio Social (1947), diferentes sentidos sobre la cuestión social infantil y sugerencias para su abordaje. Se abordan las publicaciones de los años 1946-1948 y documentos sobre la institucionalidad gubernamental  a mediados del siglo XX a nivel nacional y provincial.

    Entre las décadas del `30 y `40 coinciden la emergencia de los Juzgados de Menores, la Secretaría de Bienestar y Seguridad Social y la apertura de las Escuelas de Servicio Social en la provincia. Se analizan los argumentos teórico- prácticos que se plasman en las publicaciones para vislumbrar la complejidad y las tensiones del abordaje de las problemáticas y sus implicancias en la configuración de burocracias socio- asistenciales orientadas a la protección infantil.  Lo que interesa reponer aquí es un camino analítico posible sobre la profesionalización del Trabajo Social a través de revisar los saberes técnico-científicos puestos en juego, las demandas particulares y los sentidos vocacionales y morales que las agentes atribuyeron a sus prácticas y a los destinatarios de ellas.

    In the article, reflections on the social service to minors by agents who have overturned, in the publications of the School of Social Service of Santa Fe and in the first provincial days of Social Service (1947), different meanings about the child social issue and suggestions for its approach. Publications from the years 1946-1948 and documents on government institutions in the mid-twentieth century at the national and provincial level are addressed.

    Between the decades of the '30s and '40s, the emergence of the Juvenile Courts, the Secretary of Welfare and Social Security and the opening of the Schools of Social Service in the province coincide. The theoretical-practical arguments that are reflected in the publications are analyzed to glimpse the complexity and tensions of approaching the problems and their implications in the configuration of social-assistance bureaucracies oriented to child protection.

    What is interesting to replace here is a possible analytical path on the professionalization of Social Work through reviewing the technical-scientific knowledge put into play, the particular demands and the vocational and moral meanings that the agents attributed to their practices and to the recipients of them.
