Con la promulgación, el 10 de diciembre del 2013, de la Ley Nº19172, Uruguay, se convirtió en el primer Estado soberano del mundo en regular un mercado licito del cannabis. Con el tiempo, se ha ido verificando que la regulación y control del cannabis surte los efectos buscados, en relación con la minimización de los daños asociados a su consumo. Se planteó en Uruguay una regulación penal que, además de resultar más acorde con los valores fundamentales de su Constitución, resultara mucho más eficaz en la protección de la salud tanto individual como pública. Demostrándose así con este tipo de regulaciones en el tratamiento de las sustancias psicoactivas que resultan más eficientes las políticas públicas orientadas a regular y controlar, a aquellas otras que simplemente se centran en prohibir y reprimir penalmente

With the promulgation, on December 10, 2014, of Law Nº 19172, Uruguay, became the first sovereign State in the world to regulate a licit cannabis market. Over time, it has been verified that the regulation and control of cannabis has desired effects, in relation to the minimization of the damage associated with its consumption. Criminal protection was raised in Uruguay, in addition to being more in line with the fundamental values of its Constitution, it will be much more effective in protecting both individual and public health.
