Bases para un modelo de cooperación y responsabilidad en la gestión de calidad educativa en el Perú

    Como sugiere Paulo Freire: "tenemos derecho y deber de cambiar el mundo, lo que no es posible es pensar en transformar el mundo sin un sueño, sin utopía, sin proyecto". Efectivamente, en este alcance a partir de una propuesta que doña Gloria Helfer y colaboradores presentan al Ministerio de Economía y finanzas a partir de un Modelo de Cooperación y Responsabilidad, y que fue aceptado. Sin embargo se requiere de decisión política, de plantear claramente las prioridades y metas con equidad, de liderazgos y de financiamiento descentralizado.

    En esta propuesta se pone al estudiante en el centro, en su necesidad de recibir aquello q necesitan, de crecer en humanidad, de desarrollar su imaginación y creatividad, de aprender desde su propia cultura y diversidad.

    La perspectiva de que es el Estado quien garantiza el derecho a una educación digna y no el, mercado debe quedar claramente establecido y que este derecho es exigible y por tanto las responsabilidades, son inherentes a este derecho a los cuales se les debe asignar un presupuesto suficiente, como así lo propone el FONDEP. Es un buen gobierno quien garantiza el derecho a la educación basados en la autonomía y descentralización, la participación y cooperación y las escuelas colaborativas.

It is a good government that guarantees the right to education based on autonomy and decentralization, participation and cooperation and collaborative schools.
