El maestro es el protagonista del aprendizaje de sus alumnos, es quien motiva, articula, seduce y despierta el interés y la disciplina. Al maestro se le involucra porque es el líder cotidiano de la transformación educativa Porque están en juego el aprendizaje, la convivencia, las reformas educativas.
El Modelo de Cooperación y Responsabilidad pide a los maestros idoneidad y responsabilidad frente al alumno, pide participación, para ello hace falta reivindicaciones como el salario del magisterio, la actualización, perfeccionamiento y capacitación continua, una óptima carrera docente en el marco de la modernización, descentralización, la ética pública el. Ingreso a la carrera pública magisterial, el ascenso, las condiciones laborales y los estímulos y sanciones.
El Modelo de Cooperación y Responsabilidad, en este marco, propone cómo enfrentar la falta de ética y el mal desempeño docente.
