    The vanguard health of the population and the praxis of health care is planned as a mission, with the dynamics of the health loop and the synchrony between the interest groups, when the economy is handcuffed by the scarcity of means and the need for choice, and strategic management that pursues future situations trying to adapt the competitive position of the activity as circumstances evolve: all for the sake of the greater value of the health services
