Análisis de la evolución que se ha ido produciendo en la posibilidad solicitar la práctica de prueba una vez se ha dictado la resolución que pone fin al procedimiento administrativo y que, por tanto, se ha cerrado el expediente administrativo, tanto en el ámbito de los recursos que se planteen vía administrativa como al impugnar la actividad administrativa firme ante los órganos que integran la Jurisdicción Contencioso-Administrativa.
