La Unión Europea se configura como una entidad supranacional que ha facilitado la libertad de movimientos de sus ciudadanos y la libre circulación de mercancías a través de la supresión de sus fronteras interiores. Las medidas compensatorias asociadas siempre han fomentado la cooperación policial, especialmente en el entorno transfronterizo. Aunque existen varias agencias y mecanismos para la persecución e investigación del delito en el contexto internacional, las unidades encargadas de preservar la seguridad ciudadana y trabajar también en la prevención disponen de muchas menos herramientas para satisfacer sus necesidades. En un entorno de elevada movilidad y turismo, en cualquier parte del territorio de la UE puede ser necesaria complementar la información en tiempo real con datos que sólo tienen a su disposición en su país de origen. Esa labor que hasta ahora realizan los Centros de cooperación policial y aduanera, en su ámbito territorial exclusivamente fronterizo, debe evolucionar para tener posibilidad de acceder a datos de cualquier nacional, por lo que se considera conveniente crear un Centro integrado por miembros de todos los cuerpos policiales europeos para compartir información y gestionar y coordinar otro tipo de eventos que afecten a dos o más Estados miembros, simplificando la red actual de CCPAs y por tanto ahorrando costes a nivel global.

The European Union is a supranational entity that has streamlined the free movement of its citizens and goods through the abolition of its internal borders. The countervailing measures have encouraged police cooperation, especially in the cross-border area. There are several agencies and mechanisms for the prosecution and investigation of crime, but the units in charge of the public security and crime prevention have fewer tools that fit their needs. In a high mobility and tourism environment, in any part of the EU territory may be necessary to supply real-time information with data that is only available in their home country. This task, until now carried out by the Police and Customs Cooperation Centers in their exclusive territorial border, must evolve to have the possibility of accessing data from any nationality, so it has been considered appropriate to create a new Center, integrated by members of all European police forces to share information and manage and coordinate other kind of events that affect two or more MS, simplifying the current network of PCCCs and therefore saving costs at the global level.
