Resumen de Dificultades para incrementar la cooperación policial en América del Sur

América del Sur es uno de los continentes más afectados por el fenómeno de la delincuencia organizada transnacional. Los números son alarmantes, aunque la inversión de los respectivos países sea significativa. En el mundo globalizado el incremento de la cooperación policial internacional es eje para un cambio de situación en el escenario de prevención y represión al fenómeno criminal. El presente trabajo académico se propone a estudiar los factores que impiden un mayor desarrollo de la cooperación policial en ámbito regional y la baja de las estadísticas criminales. Se investigará el fenómeno de la delincuencia organizada transnacional en el continente sudamericano a partir de la década de 1990 y el contexto para el inicio de la cooperación policial internacional institucionalizada para apoyar su prevención y combate. Serán analizados avances en la cooperación policial en el continente sudamericano en los últimos años y si la mejoría del escenario de inseguridad y de altas estadísticas criminales se percibe actualmente paralizada

South America is one of the continents most affected by the phenomenon of transnational organized crime. The numbers are alarming, although the investment of the respective countries is significant. In the globalized world, the increase of international police cooperation is the axis for a change of situation in the scenario of prevention and repression of the criminal phenomenon. This academic work aims to study the factors that prevent further development of police cooperation at regional level and the decrease in criminal statistics. The phenomenon of transnational organized crime in the South American continent from the 1990s and the context for the beginning of institutionalized international police cooperation to support its prevention and combat will be investigated. Progress in police cooperation in the South American continent in recent years will be analyzed, as well as whether the improvement in the scene of insecurity and high crime statistics is currently perceived as paralyzed
