    El artículo aborda el proceso de organización de las instituciones y la burocracia de Hacienda en el espacio regional de la naciente república de Chile, en la primera mitad del siglo XIX. La ruptura colonial supuso quiebres y transformaciones importantes en todos los niveles de la administración, y la Hacienda pública no fue una excepción. Sin embargo, en este ámbito se observan también fuertes continuidades con el pasado colonial; la coyuntura bélica y la urgente necesidad de financiar materialmente el incipiente Estado implicó desafíos mayores: los nuevos gobernantes se enfrentaron a la precariedad institucional, material y de capital humano. Por otra parte, la ruptura política no alteró las estructuras sociales, y el tejido social que sustentaba la burocracia varió poco. Así, los impulsos y proyectos transformadores chocaron con prácticas de “antiguo régimen”, como los vínculos sociales, familiares y de amistad que se habían tejido al interior del cuerpo de funcionarios, y que influían e incluso determinaban los mecanismos de contratación, jerarquización y ascenso. Mediante el análisis de dos casos de estudio: un expediente por malversación de fondos en Valdivia el año 1828 y la organización de la aduana de Valparaíso bajo el gobierno de Bernardo O’Higgins, nos adentraremos en la cotidianeidad de la administración, para ver desde una escala local los problemas y desafíos que supuso la organización de la Hacienda pública en el espacio regional.Palabras clave: Hacienda Pública, Burocracia regional, Formación estatal, Chile XIX.

    This article approaches the organization process of the institutions and bureaucracy of the National Treasury in the regions of the nascent republic of Chile, in the first half of the 19th century. The colonial rupture brought about major breaks and transformations at all levels of administration, and the National Treasury was no exception. However, in this area there are also strong continuities with the colonial past; the war situation and the urgent need to materially finance the incipient State implied major challenges: the new rulers had to face precarious institutions, material poverty and lack of human capital. On the other hand, the political rupture did not change the social structures, and the social networks that supported the bureaucracy changed little. Thus, the transformative impulses and projects collided with practices of the “old regime”, such as the social, family and friendship ties that had been created within the civil service, which not only influenced but even determined the hiring, hierarchization and promotion mechanisms. Through the analysis of two case studies -an embezzlement case in Valdivia in 1828, and the organization of the Valparaíso customs office under the government of Bernardo O’Higgins-, we will explore the daily life of the administration, to see from a local scale the problems and challenges involved in the organization of the National Treasury in the regions of Chile.Keywords: National Treasury, Regional Bureaucracy, State formation, Chile 19th century.
