Resumen de Un recorrido por la seguridad en el transporte marítimo de hidrocarburos hasta la reciente revisión de la estrategia de seguridad marítima europea

  En el presente estudio se lleva a cabo un recorrido por el esquema general de la seguridad del transporte marítimo de hidrocarburos, con particular referencia a la normativa de la Unión Europea. Para ello, se comienza con la exposición de los convenios internacional en la materia (a saber, UNCLOS y MARPOL);

  abordando, a continuación, los principales paquetes de medidas adoptadas por las instituciones europeas, desde los denominados Erika I y II, hasta el conjunto vigente en la actualidad, aprobado a raíz del accidente del buque Prestige en 2002. El trabajo concluye con una referencia a los objetivos en este ámbito de la Estrategia de Seguridad Marítima Europea y su Plan de Acción, recientemente revisados en el marco del Consejo de la Unión Europea, así como con unas conclusiones generales.

  In this study, a tour is carried out through the general scheme of the safety of maritime transport of hydrocarbons, with particular reference to the regulations of the European Union. To do this, it begins with the presentation of the international conventions on the matter (namely, UNCLOS and MARPOL); addressing, then, the main packages of measures adopted by the european institutions, from the so-called Erika I and II, to the set in force today, approved due to the accident of the Prestige vessel in 2002. The work concludes with a reference to the objectives in this area of the European Maritime Security Strategy and its Action Plan, recently reviewed within the framework of the Council of the European Union, as well as with some general conclusions.
