La descentralización truncada: El municipio venezolano

    El municipio venezolano no ha logrado convertirse en el espacio institucional para acercar el Estado al ciudadano y promover la legitimidad de la participación y el desarrollo local. Desde su inicio republicano, el municipio ha estado sujeto a los designios del poder central. Los primeros asomos para conferirle autonomía se plasmaron en 1978 con la primera Ley municipal del país. Pero no fue hasta la aprobación de las reformas para la descentralización en 1989, cuando se creó la figura del alcalde y su elección. En este período descentralizador que culminó en 1998, el municipio acusó un sensible avance en su autonomía y capacidad de gestión. Sin embargo, a partir de 1999 y hasta la fecha, la instalación de un abierto proceso de reconcentración del poder ejercido por un régimen autoritario detuvo aquel avance. El presente documento ofrece una relación de la situación del municipio desde el inicio de la descentralización en 1989 hasta la actualidad.

    The Venezuelan municipality has not managed to become the institutional space to bring the State closer to the citizen and promote the legitimacy of participation and local development. Since its republican beginning, the municipality has been subject to the designs of the central power. The first hints to grant it autonomy were embodied in 1978 with the first municipal law in the country. But it was not until the approval of the decentralization reforms in 1989, when the figure of the mayor and his election were created. In this decentralizing period that culminated in 1998, the municipality showed significant progress in its autonomy and management capacity. However, from 1999 to date, the installation of an open process of reconcentration of power exercised by an authoritarian regime halted that progress. This document offers a list of the situation of the municipality from the start of decentralization in 1989 to the present.
