Las nuevas tecnologías como movilizadoras de la tercera fase de las sociedades políticas

    Tomando como punto de partida la hipótesis de una tercera fase de las sociedades políticas, formulada por Bueno en su “Primer ensayo sobre las categorías de las ciencias políticas” (Biblioteca Riojana, nº 1. Cultural Rioja, Logroño 1991), este artículo desarrolla dicha hipótesis y señala cómo las nuevas tecnologías movilizan la transición a la tercera fase indicada. En la primera parte, se analizan cuatro desarrollos tecnológicos fundamentales para esta transición. En la segunda parte, se ensayan algunos cambios en el espacio antropológico consecuencia de las relaciones con las nuevas tecnologías y de las relaciones mediadas por ellas. En la tercera parte, se propone un modelo actualizado de ramas y capas del poder político, que incorpora la caracterización de las nuevas organizaciones que han perdido la dependencia total del sustento en los Estados. Finalmente, en la cuarta parte, se critican las nematologías afines a los desarrollos de la tercera fase.

    Taking as a starting point the hypothesis of a third phase of political societies, formulated by Bueno in his “First essay on the categories of political sciences” (Biblioteca Riojana, no. 1. Cultural Rioja, Logroño 1991), this article develops that hypothesis and explains how the new technologies are mobilizing the transition to the indicated third phase. In the first part, we analyze four technological developments which are instrumental in the transition. In the second part, we highlight a number of changes in our present with an impact to the anthropological space. Those changes are the result of the interactions with new technologies and the relationships mediated by the new technologies. In the third part, an updated model of the branches and layers of political power is proposed. The model includes the characterization of new organizations that have lost their total dependence on the support in the States. Finally, in the fourth part, we point out some nematologies that are linked to the transition to the third phase.
