Este artículo describe y analiza la regulación y relaciones del Consejo de Estado, el Consejo de Ministros y el Comité Ejecutivo en la Constitución de Cuba de 1919.
A tal, fin realiza una búsqueda y revisión bibliográfica sobre la materia y adopta un criterio de interpretación histórica y sistemática para comprender las aportaciones de la doctrina más antigua y de la más reciente, contextualizando el objeto analizado en las categorías conceptuales del Derecho de Cuba

This article describes and analyzes the regulation and relations of the Council of State, the Council of Ministers and the Executive Committee in the Cuban Constitution of 1919. To this end, it conducts a bibliographic search and review on the subject and adopts a criterion of historical and systematic interpretation to understand the contributions of the oldest and most recent doctrine, contextualizing the analyzed object in the conceptual categories of Cuban Law
