Resumen de A resposta do Plano de Recuperação e Resiliência às situações de indignidade habitacional: um olhar sobre as estratégias locais de habitação traçadas e as oportunidades em aberto

  In the current housing crisis, there is a tendency to highlight the increasing difficulty of access to housing by the middle classes, but progressively, both globally and nationally, the situations of precariousness and housing indignity in which low-income groups, here in focus, lived for a long time are also recognized. In Portugal, the New Generation of Housing Policies presents, in 2018, the 1st Right –Program to Support Access to Housing as the main response to these situations, while in the followingyear the Basic Housing Law determines the pillars that sustain the guarantee of a right enshrined in the Constitution of the Portuguese Republic since 1976. However, it is in the aftermath of the COVID-19 pandemic that, within the framework of the Recovery and Resilience Plan (2021-2026), a public housing policy is relaunched in practice in Portugal aimed at situations of housing precariousness and indignity, under the aegis of social and territorial cohesion and the green transition. With a focus on local housing strategies approved until March 2022 –and which are a condition for access to financing under the 1st Right program –, we draw a general picture of housing precariousness, seeking to understand the path taken and its footprint in the territory, but also the distance or proximity to the narrative and goals outlined by the current legal and financial framework.

  Na atual crise habitacional tende-se a destacar a crescente dificuldade de acesso à habitação por parte das classes médias, mas progressivamente, quer a nível global, quer a nível nacional, também se reconhecem as situações de precariedade e indignidade habitacional em que vivem desde há muito alguns grupos de menores recursos, aqui em enfoque. Em Portugal, a Nova Geração de Políticas de Habitação apresenta, em 2018, o 1.º Direito –Programa de Apoio ao Acesso à Habitação como a principal resposta a estas situações, enquanto no ano seguinte a Lei de Bases da Habitação determina os pilares de suporte à garantia de um direito consagrado na Constituição da República Portuguesa desde 1976. Contudo, é no rescaldo da pandemia de COVID-19 que, no quadro do Plano deRecuperação e Resiliência (2021-2026), se relança na prática em Portugal uma política pública de habitação dirigida às situações de precariedade e indignidade habitacional, sob a égide da coesão social e territorial e da transição verde. Com o olhar centrado nas estratégias locais de habitação aprovadas até março de 2022 –e que são condição de acesso a financiamento no âmbito do 1.º Direito –, traçamos um retrato geral da precariedade habitacional, procurando perceber o caminho percorrido e a sua pegada no território, mas também a distância ou proximidade a que se está da narrativa e das metas traçadas pelo atual quadro legal e financeiro
