Resumen de ¿Contravenciones o delitos? La praxis policial entre la norma y la configuración burocrática. Mendoza, Río de la Plata-Argentina,1828-1860

  Se analizan las intervenciones de los agentes policiales de la provincia de Mendoza en los inicios del Departamento de Policía (1828 a 1860) a fin de indagar en los comportamientos que debían vigilar y reprimir tanto como en los modos a través de los cuales se articuló el circuito institucional iniciado con la aprehensión policial y culminado (o no) en la intervención judicial. La hipótesis sostiene que si bien fue en la praxis cotidiana dónde los decuriones, comisarios y vigilantes fueron habituándose a deslindar delitos de contravenciones, la normativa dictada para perseguir ciertas acciones resultó una herramienta clave como referencia para su intervención. Asimismo, también se considera que el registro escrito de las multas y la producción documental vinculada a éste podría haberse convertido en sí mismo en un dispositivo institucional que pudo contribuir a esa diferenciación. Se trabaja con fuentes originales del Archivo General de la Provincia de Mendoza.

  The interventions of the police agents in the province of Mendoza at the beginnings of the Police Department (1828 to 1860) are analysed with the aim of enquiring about the behaviours that had to police and repress as well as about the ways in which the institutional circuit was articulated, starting with the police apprehension and ending (or not) in the judicial intervention. Our hypothesis claims that although it was in the daily praxis where the decurions, chiefs and guards were accustomed to defining felonies from contraventions, the issued regulations to chase certain actions turned out to be a key tool as a reference for their intervention. Similarly, it is also considered that the written record of the fines and the document production linked to it could have developed themselves into an institutional device that could contribute to that differentiation. Original sources kept at the General Archive of Mendoza are used for this analysis.
