Interculturalismo, inseguridad y pasiones neoliberales: la centralidad policial en la construcción ordinaria de la convivencia insecuritaria en Las Margaritas y La Alhóndiga (Getafe) entre 2016 y 2018

    Este trabajo subraya la importancia capital del dispositivo policial local, en tanto que obstáculo para el despliegue de las políticas de convivencia intercultural en Las Margaritas y La Alhóndiga entre 2016 y 2018. La policía coadyuvaría, en efecto, a la construcción de una convivencia insecuritaria, caracterizada por alimentar un modo específicamente neoliberal de gobernar la inseguridad social. Esa forma de gobierno, lejos de realizar una apuesta radical por reducir las desigualdades mediante diferentes dimensiones socio-protectoras, (re)articula imágenes afectantes generadoras de pasiones penúltimas (rechazo, evitación y miedo hacia grupos sociales vulnerabilizados), legitimadoras de su vigilancia y castigo. Contribuye, por tanto, a encarnar una inseguridad históricamente construida y atravesada por pugnas sociopolíticas en corporalidades vulnerables. La Policía Local de Getafe desempeña una labor fundamental en esta empresa sin hacer uso de técnicas físicamente violentas, pues encarna pasiones penúltimas apoyándose en una sutilidad procedimental tan compleja como heterogénea. El cierre del trabajo aborda, por lo demás, una relectura crítica del propio artículo para proponer un giro analítico hacia una fenomenología afectivo-experiencial.

    This paper highlights the crucial significance of the local police as an obstacle to the development of intercultural living together policies in Las Margaritas and La Alhóndiga from 2016 to 2018. The police would contribute, in fact, to the construction of an insecure coexistence, characterized by nurturing a specifically neoliberal way of governing social insecurity. This form of government is not at all committed to reducing inequality in various socio-protective dimensions, but rather (re)articulates powerful images that generate penultimate passions (the rejection, avoidance, and fear of vulnerable social groups), thus legitimizing surveillance and punishment. As such, it contributes to the creation in vulnerable collectives of the kind of insecurity that has been embodied throughout history and which traverses all sociopolitical struggles. The local police force in Getafe plays a key role in these processes without crossing the line into the use of violent techniques, embodying as it does a procedural subtlety as complex as it is heterogeneous. In fact, the final reflections in this paper address a critical review of what was previously analyzed to propose an analytical turn towards an affective-experiential phenomenology.
