Resumen de Eficacia, eficiencia y transparencia como elemento principal para el éxito de la gestión pública municipal

  Desde el modelo de sociedad en la que estamos inmerso es posible investigar y sistematizar ese cumulo de experiencias adquiridas percibiendo que la planificación, control y seguimiento se ve como un proceso negativo por parte de los organismos implicados, tarea percibida como una fiscalización al trabajo realizado. Por otro lado, estos son  utilizados como un requisito por los organismos controladores, pero si cambiamos esa visión donde convertimos los procesos en mejoras, podríamos identificar los aspectos positivos y debilidades en los objetivos planteados, visualizando la evaluación de programas como un proceso transformador para evaluar la eficiencia, eficacia y transparencia en la administración pública, tomando en cuenta que no es solo un instrumento que emita juicios de valor, sino un optimizador, para llevar a cabo los distintos programas evaluados, donde el funcionario sienta que la aplicación de esos instrumentos es solo una revisión de su labor que va acompañados de  estímulos laborales. La presente producción sobre la planificación estratégica he reconocido cinco importantes procesos obligatorios a tomar en cuenta: planificar, organizar, dirigir, controlar y evaluar; si queremos obtener un resultado satisfactorio, planificando que hacer, tomando en cuenta que para realizar la acción, organizando los recursos materiales, humanos así como las estrategias que requerimos para lograr la meta, dirigir al equipo de trabajo con los entes involucrados, controlar que todas las acciones se realicen conforme a la planificación, dejando pequeña flexibilización a algunos cambios por situaciones inesperadas; finalmente evaluar el desempeño de todos los factores utilizados para alcanzar la meta y así verificar el nivel cumplido y eficacia con la que se realizó la acción para poder identificar las debilidades, dando las posibilidades de realizar correcciones futuras. Me refiero, por supuesto a la serie de deficiencias administrativas y gerenciales debemos trabajar en recuperar formulando un nuevo camino gerencial que llegue al pueblo.

  From the model of society in which we are immersed, it is possible to investigate and systematize this accumulation of acquired experiences, perceiving that planning, control and monitoring is seen as a negative process by the organizations involved, a task perceived as an audit of the work carried out. On the other hand, these are used as a requirement by the control organisms, but if we change that vision where we turn the processes into improvements, we could identify the positive aspects and weaknesses in the proposed objectives, visualizing the evaluation of programs as a transforming process to evaluate efficiency, effectiveness and transparency in public administration, taking into account that it is not only an instrument that makes value judgments, but also an optimizer, to carry out the different programs evaluated, where the official feels that the application of these instruments is just a review of their work that is accompanied by work incentives. In this production on strategic planning, I have recognized five important mandatory processes to take into account: planning, organizing, directing, controlling and evaluating; if we want to obtain a satisfactory result, planning what to do, taking into account that to carry out the action, organizing the material and human resources as well as the strategies that we require to achieve the goal, directing the work team with the entities involved, controlling that all actions are carried out according to planning, leaving little flexibility for some changes due to unexpected situations; Finally, evaluate the performance of all the factors used to achieve the goal and thus verify the level achieved and the effectiveness with which the action was carried out in order to identify weaknesses, giving the possibility of making future corrections. I am referring, of course, to the series of administrative and managerial deficiencies that we must work to recover by formulating a new managerial path that reaches the people.
