Approximately 70% of the families residing in an urban community in the metropolitan area of the Paraguayan capital, Asunción, known as Corumba Kue, migrated to the area in 2010, as a result of pressure due to the high cost of housing rental, constant moving and other realities that reveal the unsafe occupancy conditions in which their members lived in other parts of the country and that prompted them to seek better living conditions, which they could lose again if the construction of a large-scale tourist real estate project were to be carried out. The work whose results are presented, with a mixed, quantitative and qualitative methodological design, shows that the State’s lack of concern for the fate of the families who could lose their place of residence again constitutes in fact an authorization for the residential future of the population to be defined by market forces.
