La participación ciudadana en la gestión del proyecto metro de Maracaibo

    Se busca analizar el proceso de participación ciudadana en la gestión del proyecto Metro de Maracaibo, actualmente en construcción de la primera Etapa de la Línea 1, con el fin de identificar: a) las áreas donde se da esta participación, b) los actores que participan y los mecanismos de participación utilizados. La metodología consistió en el análisis de información documental y entrevistas semiestructuradas a funcionarios de METROMARA y a ciudadanos que participan. Los resultados arrojan: 1) la empresa diseñó una metodología de participación ciudadana, conjuntamente con las organizaciones sociales y comunitarias de las parroquias afectadas por la ejecución de las obras a través de la cual se crearon los Comités Parroquiales Vecinales, que se actúan como intermediarios en las demandas y necesidades de la comunidad, 2) para atender estas demandas, se creó el Centro de Atención y Desarrollo Social Comunitario, 3) se ha logrado un 50% de participación de las comunidades en el programa de empleo para la ejecución de las obras, además de la participación ciudadana como Contralores Sociales, para cumplir con el Decreto Nº 329 de la Alcaldía de Maracaibo y 4) se ha promovido la creación de cooperativas y microempresas que ejecutarán trabajos de mantenimiento y áreas verdes, entre otros, brindándole asesoría jurídica para su constitución, adiestramiento y planes de financiamiento. Se concluye, que la participación ciudadana en la gestión del proyecto analizado ha sido una estrategia promovida por la empresa que le ha permitido atender o canalizar las demandas de las comunidades de una manera más rápida y organizada. Además, dicha participación ha contribuido a la organización social de las comunidades, haciéndolas corresponsales de la ejecución, control y seguimiento de las obras para garantizar la calidad de las mismas, así como también de algunas actividades previstas durante la operación que ha impulsado el desarrollo endógeno.

    One looks for to analyze the process of citizen participation in the management of the project Meter of Maracaibo, at the moment in construction of the first Stage of Line 1, with the purpose of identifying: a) the areas where this participation occurs, b) the actors and the used mechanisms of participation. The methodology consisted of the analysis of documentary information and semistructured interviews to civil employees of METROMARA and citizens. The results throw: 1) the company designed a methodology of citizen participation, jointly with the social organizations and communitarian of the parishes affected by the execution of works through which the Ocal Parochial Committees were created, that act like intermediaries in the demands and necessities of the community, 2) to take care of these demands, it was created the Center of Attention and Communitarian Social Development, 3) has been obtained 50% of participation of the communities in the program of use for the execution of works, in addition to the citizen participation like Social Contralor, to fulfill the Decree Nº 329 of the Mayorship of Maracaibo, 4) has been promoted the creation of cooperatives and microcompanies that will execute green works of maintenance and areas, among others, offering legal consultant's office him for their constitution, training and plans of financing. Concluding that the citizen participation in the management of the project has been a strategy promoted by the company that has allowed him to take care of or to canalize the demands of the communities of one more a faster and organized way. This participation has contributed to the social organization of the communities, making them correspondents of the execution, control and pursuit of works to guarantee the quality of the same ones, as well as of some activities anticipated during the operation that has impelled the endogenous development.
