Resumen de Entre peixes e pescadores: uma análise geográfica da política de Seguro-Defeso da pesca artesanal

A política de Seguro-Defeso da pesca artesanal integra um rol de políticas trabalhistas e de seguridade desenvolvidas a esse público-alvo nas últimas décadas. Voltado à dimensão socioambiental, o Seguro-Defeso associa elementos da política ambiental, com objetivo de conservação dos recursos naturais renováveis, nesse caso as espécies de interesse pesqueiro, com pilares da seguridade social, resguardando e possibilitando a reprodução social dos atores envolvidos na atividade pesqueira artesanal. Esse artigo tem como objetivo analisar a importância do Seguro-Defeso para a reprodução social dos pescadores artesanais brasileiros a partir das dimensões do aumento da renda dos pescadores e da segurança alimentar de suas famílias. A produção do artigo envolveu o tratamento e análise dos dados da Pesquisa Nacional por Amostras de Domicílios Contínua anual de 2017, produzido pelo IBGE, do pagamento do Seguro-Defeso da pesca artesanal de 2017, do Ministério do Trabalho e Emprego, além de bibliografia sobre a temática. As considerações finais caminham no sentido de reiterar a importância do benefício frente ao perfil dos pescadores, para seu caráter regionalizado, apontando ainda as distorções inseridas no texto legal que reje a política.

The Seguro-Defeso policy for artisanal fishers is part of a list of labor and security policies developed for these workers in recent decades. Focused at the socio-environmental dimension, the Seguro-Defesocombines elements of environmental policy, with the objective of conserving renewable natural resources, in this case species of fishing interest, with pillars of social security, safeguarding and enabling the social reproduction of the actors involved in the artisanal fishing activity. This article objective isto analyze the importance of Seguro-Defesofor the social reproduction of brazilian artisanal fishermen, principallyin the increase in fishermen's income and in thefood security of their families. The production of the article involved the treatment and analysis of data from the 2017annualPNAD Contínua, produced by the IBGE, from the payment of the 2017 Seguro-Defeso, from the Ministry of Labor and Employment, as well as a bibliography on the theme. The final considerations reiterate the importance of the benefit in face of the fishermen's profile, due its regionalized character, and also pointing out the distortions inserted in the legal text that governs the policy.
