Resumen de Unidades de bienestar en instituciones de educación superior particulares abordaje desde la reforma a la Ley Orgánica de Educación Superior

  Las Instituciones de Educación Superior del Ecuador deben poseer la Unidad de Bienestar destinada a garantizar los derechos constitucionales, dentro de ellos la salud y su promoción. Sin embargo, su alcance y atribuciones han sufrido modificaciones en el artículo 86, desde la Ley Orgánica de Educación Superior de 2010 hasta la reforma de 2018. Esto implica una nueva concepción de su abordaje y funcionamiento, tanto de los organismos rectores de salud y educación superior, como de las propias IES que las contienen. La investigación fue cualitativa se abordó sobre la base de entrevistas abiertas realizadas en las Unidades de Bienestar de tres IES particulares que comparten un contexto territorial similar y cuentan con estamentos reguladores cercanos de salud y educación superior, a los cuales también se entrevistó. Se exploró políticas y lineamientos, promoción de la salud integral, alcance de las funciones, la inclusión en las nuevas atribuciones, la vinculación y el apoyo interinstitucional, que permiten develar la concepción y alcance del nuevo enfoque de las unidades de bienestar. Las unidades de bienestar muestran avances diferenciados en la implementación de los alcances y atribuciones designadas en la ley. Se sugiere promover la conformación de nodos interuniversitarios.

  The Private Higher Education Institutions of Ecuador must have a Welfare Unit designed to guarantee constitutional rights, including health and its promotion. However, its scope and attributions have undergone modifications from the Organic Law of Higher Education of 2010 to the reform of 2018. This implies a new conception of its approach and operation, both of the governing bodies of health and higher education, as well as of the own HEIs that contain them. The research was qualitative and was approached on the basis of open interviews carried out in the Welfare Units of three private HEIs, which share a similar territorial context and have nearby health and higher education regulatory bodies, which were also interviewed. Policies and guidelines, comprehensive health promotion, scope of functions, inclusion in the new attributions, linkage and inter-institutional support were explored, which allow revealing the conception and scope of the new focus of the welfare units. The welfare units show differentiated progress in the implementation of the scope and attributions designated in the law. It is suggested to promote the formation of interuniversity nodes.
