The existence and operation of special libraries are regulated by the Law on Library and Information Activities No. 52/2011 and No. 78/2021. According to the aforementioned Law, with reference to the provisions of Article 53, it is defined that special libraries are organizational units within parent institutions (founders) with a library fund that reflects their work and purpose. Special libraries are created within cultural, educational, research, scientific and other institutions. The volume of their holdings usually ranges from 10,000 to 30,000 books. Due to the lack of categorization, it is very difficult to make comparisons between the so-called “libraries in composition”. In the following paper, questions about the position of the Library of the Institute for Political Studies (officially established in 2023) and its role in the parent institution will be discussed. During the research, available data from the archives of the Institute for Political Studies were used.
