Feminist literature has recently opened a broad debate on the positive and the negative effects of federal systems. This article contributes to this burgeoning research agenda by exploring the case of Spain. It analyses the case of gender based violence policies, which have been developed both at the regional and state level. It revises all laws and plans approved by the national and the 17 regional governments in the last 10 years. In so doing, it reveals the presence of different definitions of what gender-based violence is and how it has to be addressed. To dig in the practical implications of such diversity, the paper explores as well the implementation of female genital mutilation policies. Both elements allow reflecting on the impact of the federal model, which leads both to policies adapted to the necessities of each territory and to the presence of inequality among Spanish women.
