    Durante la Guerra Civil española, el Gobierno de la Generalidad de Cataluña desbordó los límites establecidos en la Constitución de 1931 financiando sus gastos de guerra mediante una política financiera disociada de la del Gobierno central. Las medidas adoptadas incluyeron la requisa de recursos estatales, la exportación ilegal y la emisión de moneda. Estas decisiones no fueron impuestas por las masas libertarias, dueñas de las calles en Barcelona, sino que respondieron a un arraigado ideal federal del catalanismo republicano. La política financiera de la Generalidad estorbó el esfuerzo bélico de la República, desviando recursos, entorpeciendo la implantación de las políticas financieras del Gobierno central y añadiendo confusión y desconfianza a la mermada situación económica de la Repúbli

    During the Spanish Civil War, the government of Catalonia exceeded the limits established in the 1931 Constitution by financing its war expenses through a financial policy dissociated from that of the central government. The measures adopted included the requisition of state resources, illegal exports and the issuance of currency. These decisions were not imposed by the libertarians, possessors of the streets in Barcelona, but were co-herent with a deep-rooted federal ideal of republican catalanism. The financial policy of the Catalan government hindered the Republic’s war effort, diverting resources, hindering the implementation of the central government’s financial policies and adding confusion and distrust to the Republic’s diminished economic situation
