Encrucijada en la agenda global 2020-2024: entre cooperación para el desarrollo mundial y la ayuda militar a Ucrania

    De enero del 2020 a diciembre de 2024, la pandemia generada por el COVID-19, la intervención rusa en Ucrania, la guerra israelí en Gaza a causa de los atentados de Hamás y los ataques a Líbano en contra de Hezbolá, junto con un ramillete de adversos sucesos, afectaron de manera determinante la agenda global del desarrollo y, en consecuencia, a los Objetivos de Desarrollo Sostenible (ODS). Durante este cuatrienio, como ha ocurrido en épocas pasadas, y conforme lo establecen las premisas realistas de las Relaciones Internacionales, los criterios geopolíticos y militares predominan en la conducción de asuntos mundiales. Frente a ello, cabe preguntar cuál es el estado de la agenda global del desarrollo del 2020 al 2024 y, en este sentido, cuáles son las directrices generales de la cooperación internacional frente al presente convulso estado mundial, en particular de cara a la pandemia a causa del COVID-19 y a la securitización del entorno internacional y los efectos más significativos de estos y otros sucesos respecto a los ODS. Para responder a esta pregunta de investigación, este artículo tiene el objetivo de analizar los elementos más significativos de los cuales depende la agenda global del desarrollo durante el cuatrienio 2020-2024, en donde sobresalen los ODS, cuyo estado actual, conforme lo señala Naciones Unidas, no es alentador.

    La hipótesis que guía la investigación argumenta que, si bien la pandemia se extinguió, y con ello se avizoró un contexto propenso a favor de causas mundiales, la agenda global del desarrollo del año 2020 al 2024 se encuentra inmersa en una encrucijada, debido a los efectos del COVID-19, a la guerra en Ucrania y la ingente ayuda militar a Kiev y, de forma más actual, la Crispación en Oriente Próximo a causa de los enfrentamientos en Gaza y Líbano. Estos factores debilitan a la cooperación internacional necesaria para promover propósitos globales, donde el estado actual de los ODS es preocupantes e, incluso, en algunos casos registra regresiones.

    From January 2020 to December 2024, the pandemic generated by COVID-19, the Russian intervention in Ukraine, the Israeli war in Gaza due to the Hamas attacks, together with a series of adverse events, had a decisive impact on the global development agenda and, specifically, on the Sustainable Development Goals (SDGs). During this quadrennium, as has been the case in the past, and in accordance with the realistic premises of International Relations, geopolitical and military criteria predominate in the conduct of world affairs. In view of this, it is worth asking what is the state of the global development agenda from 2020 to 2024 and, in this sense, what are the general guidelines for international cooperation in the face of the present convulsive world state, particularly in the face of the pandemic caused by COVID-19 and the securitization of the international environment and the most significant effects of these and other events with respect to the SDGs. To answer this research question, this article aims to analyze the most significant elements on which the global development agenda for the 2020-2024 quadrennium depends, in which the SDGs stand out, whose current state, as indicated by the United Nations, is not encouraging.

    The hypothesis that guides the research argues that, although the pandemic was extinguished, and with this, a context prone to global causes was initially foreseen, the global agenda from 2020 to 2024 is immersed in a crossroads. This is largely due to the effects of Covid-19, the war in Ukraine, along with other conflagrations, which cause growing global securitization, and, for example, enormous military aid to Kiev and, more recently, the crisis in the Middle East due to the fighting in Gaza and Lebanon. These factors weaken the international cooperation necessary to promote global purposes, where the SDGs stand out, whose current state, as dictated by the United Nations Reports, in light of the previously described events and other causes, are worrying and, even, in some cases, they register regressions.
