A cidadania no contexto das tecnologias da informação e comunicação: reflexões a partir dos direitos da personalidade e da inclusão digital e social

    This article has as its scope the study of citizenship in the context of information and communication technologies. The disruptive changes caused by the advancement and dissemi-nation of ICTs have transformed information into the main source of productivity, however the reflections of these tools go beyond market relations, since they have modified and have modi-fied the way people relate and exercise their rights and duties as citizens, and this has impacted on the notion of citizenship, as well as the development of personality. Thus, through the hypo-thetical-deductive method, whose methodology was essentially bibliographical carried out through the research of articles and books on the subject, collected in the databases, especially at EBSCOhost, it was found that citizenship runs through digital, since the notion of digital citi-zenship does not consider the internet and ICTs as simple objects and tools, but as changeable instruments of personality development. Also, it was found that those groups that do not have access to these tools: the digitally excluded, have their psychic integrity offended, as well as that through digital inclusion it is possible to socially include these groups

    Este artigo tem por escopo o estudo da cidadania no contexto das tecnologias da infor-mação e comunicação. As mudanças disruptivas ocasionadas pelo avanço e disseminação das TICs transformaram a informação na principal fonte de produtividade, entretanto os reflexos dessas ferramentas vão além das relações de mercado, visto que modificaram e tem modificado a forma como as pessoas se relacionam e exercem os seus direitos e deveres de cidadão, e isso tem impactado na noção de cidadania, bem como o desenvolvimento da personalidade. Sendo assim, por intermédio do método hipotético-dedutivo, cuja metodologia foi essencialmente bi-bliográfica realizada por meio da pesquisa de artigos e livros acerca da temática, coletados nas bases dados, em especial na EBSCOhost, constatou-seque a cidadania transcorre pelo digital, visto que a noção de cidadania digital não considera a internet e as TICs como simples objetos e ferramentas, mas como instrumentos mutáveis do desenvolvimento da personalidade. Ainda, verificou-se que aqueles grupos que não tem acesso a essas ferramentas: os excluídos digitais, tem a sua integridade psíquica ofendida, assim como que por intermédio da inclusão digital é possível incluir socialmente esses grupos
