  El presente libro es resultado del proyecto investigativo “Representaciones sociales sobre derechos humanos y cultura política en doce organizaciones sociales de base de Ciudad Bolívar, Bogotá.”, financiado por la Corporación Universitaria Minuto de Dios - UNIMINUTO, en el marco de la “Convocatoria de investigación científica y creación artística” realizada en 2020 y en convenio con la Corporación de Trabajo Comunitario Inti Tekoa.

  Se indaga reflexivamente sobre los mecanismos a través de los cuales las organizaciones sociales en los territorios, en su quehacer colectivo, construyen los sentidos y significados que atra viesan sus prácticas discursivas. La acción colec t iva que movilizan los sujetos se desarrolla en los márgenes de lo instituido y lo instituyente, por ende, se tejen en la tensión entre lo social y lo político; lo político se socializa y lo social se politiza. Los derechos humanos y la cultura política se constituyen en uno de los vórtices de dicha tensión, favoreciendo la emergencia de cartografías que enriquecen el conocimiento del mundo social.

  Metodológicamente se realizó una investigación mixta de enfoque interpretativo, con la aplica ción de técnicas e instrumentos propios de la representación social como lo son: el cuestio nario, el grupo focal y la entrevista semiestruc turada, además del rastreo documental que nutre el aprendizaje conceptual y teórico de las categorías que orientan el proceso investigativo;

  a saber, derechos humanos, cultura política, acción colectiva y organizaciones sociales de base.

  Los ámbitos de gestión de la pesquisa fueron doce organizaciones sociales de base, ubicadas en la localidad de Ciudad Bolívar en Bogotá, Colombia. Dichas organizaciones surgen de procesos de base desarrollados alrededor de la movilización comunitaria por mejorar o trans formar aspectos en sus territorios, por ende, sus ejes de acción van desde la atención a la infan cia, el empoderamiento femenino y el cuidado del medio ambiente, hasta las reivindicaciones políticas a través de la promoción del arte la literatura y el deporte. Entre los resultados se encontró que, si bien existe un reconocimiento de los derechos humanos como parte del sistema normativo universal que se acomoda a la legislación de cada país, se considera que en el proceso de adecuación, su implementación se ve afectada por la cultura política tradicional en la que predomina la instrumentalización e indiferencia hacia la norma, por ello se acatan pero no se cumplen. En algunos espacios colec t ivos se considera que las prácticas culturales y sociales que promueven son la manera para des naturalizar este sistema de creencias. Esfuerzos que promueven una visión de los derechos más allá de las creencias tradicionales que los perciben como exigencias realizadas al Estado por parte de los ciudadanos asegurados por el ordenamiento jurídico.

  El conocimiento, conjunto de sentimientos y creencias alrededor de los derechos humanos hacen parte de las pautas de orientación que establecen las personas hacia el sistema polí t ico. De manera que las concepciones hacia la cultura política dejan entrever el modo en que los derechos son comprendidos y materializados en las prácticas discursivas que contienen las acciones realizadas en las comunidades. La vida, el territorio y la participación son el epicentro de dicha materialización. El trabajo de las organiza ciones en el barrio está artículada a la historia misma de sus pobladores en el territorio.

  This book is the result of a research project named: “Social representations on human rights and political culture in twelve grassroots social organizations of Ciudad Bolívar, Bogotá.” Funded by the Minuto de Dios University Corporation, within the framework of the Call for Scientific Research and Artistic Creation held in 2020 and in agreement with the Inti Tekoa Community Work Corporation.

  Reflexively, it investigates the mechanisms through social organizations, in their collective work, build the senses and meanings in the ter ritories that permeate their discursive practices.

  The collective action that the subjects mobilize is developed in the margins of the instituted and the instituting, therefore, they are woven in the tension between the social and the political. The political is socialized and the social is politicized.

  Human rights and political culture constitute one of the vortices of this tension, facilitating the emerging of cartographies that enrich knowledge of the social world.

  Methodologically, a mixed investigation is car ried out with an interpretive approach, through the application of techniques and instruments of social representation such as the question naire, the focus group and the semi-structured interview, in addition to the documentary tracking that nourishes the conceptual and theoretical learning of the categories that guide the investigative process: human rights, political culture, collective action and grassroots social organizations.

  The scope of research management is twelve grassroots social organizations, located in the town of Ciudad Bolívar in Bogotá, Colombia.

  These organizations arise from grassroots processes developed around community mobi lization to improve or transform aspects in their territories, therefore, their lines of action range from child care, female empowerment, care for the environment, also the demands policies through the promotion of art and sport. Among the results, it was found that although there is a recognition of human rights as part of the uni versal normative system that is adapted to the legislation of each country, it is considered that, in the adaptation process, its implementation is affected by the traditional political culture in which instrumentalization and indifference are predominant towards the norm, therefore, they are accepted but not fulfilled. In some collective spaces it is considered that the way to distort this system of beliefs is the cultural and social practices that are promoted. These efforts will result in perceiving rights beyond traditional beliefs, which conceive them as demands made on the state by citizens guaranteed by the legal system.

  Knowledge, the set of feelings and beliefs around human rights, are part of the orienta t ion guidelines that people establish towards the political system. Hence, the conceptions towards political culture, reveal the way in which the rights are understood and material ized in the discursive practices that contain the actions carried out in the communities. Life, ter ritory and participation are the epicenter of this materialization. The work of the organizations in the neighborhood is linked to the very history of its inhabitants in the territory.
