    • In Antioquia (Colombia) we have a growing awareness on the best opportunity to improve productivity and competitiveness from activities of Science, Technology and I nnovation and on the need to develop dynamic Research, Development and Innovation articulated, where actors establish consensus and order their actions in terms of development goals that impact the entire region. In this sense, there is still force him to the Program Scientific and Technological Development for Medellin and Antioquia (2004), so set paths or routes for actors in the region coordinate their efforts in science, technology and entrepreneurial depending on specific technology areas and markets, under the premise that actually point towards subjects generating future, where it joins the generation of a high added value and the significant contribution of knowledge, allowing Medellin and Antioquia advance of its traditional sectors to some new industries more competitive in global scenarios. The contribution of this research is through the development of a strategy Technology Watch and Competitive Intelligence that systematically applied as part of a regional innovation strategy seeks to exploit synergies between actors Regional Innovation System of Antioquia and contribute to optimize performance through integration, networking and providing strategic information and knowledge presented in technology maps and technology roadmaps to facilitate decis ions that benefit the entire region. In this sense, has developed the proposed approach, that part of the review of the literature and practical experiences of actors in the Spanish Science and Technology System, to identify the requirements of the Technology Watch and Competitive Intelligence as a strategy to boost Development of Innovation Systems at the regional level. The strategy is based on the integration and networking, encourages Source Integration, Integration of Analysis and the Integration of Results and in each of these stages define the objectives, the resources involved, describing the process and indicators that facilitate its operation allowing to generate valuable information for decision making of actors in the Regional Innovation System. Also in this integration process Technology Watch and Competitive Intelligence to be involved with well-defined responsibilities, regional observation networks, regional networks analysis and regional networks decision. These networks must be strategically shaped by different actors in the Regional Innovation System responsible for decision making and may vary depending on the study area involved and the organizations that are committed to their development. Among the alternatives for organizing strategy Technology Watch and Competitive Intelligence can consider their operation from a regional government entity with a dynamic promotion and integration of all stakeholders in the Regional Innovation System. Finally, it presents a case study that aims to identify the possible contributions of Technology Watch and Competitive Intelligence on Innovation Systems at the regional level of Antioquia by applying the proposed approach. The case studies were developed in the field of essential oils, as a binding strongly to the development sector of the subregions of Antioquia and one of the strategic sectors for industrial development in accordance with the statements of the Program Scientific and Technological Innovation for Medellin and Antioquia, from their natural resources.
