Resumen de Actores regionales, regionalismo e interregionalismo: la comunidad de estados latinoamericanos y caribeños (CELAC) y las relaciones con la UE

  La tesis doctoral “Actores regionales, regionalismo e interregionalismo: La Comunidad de Estados Latinoamericanos y Caribeños (CELAC) y las relaciones con la UE” se propone conocer el estado de los vínculos ALCUE y su evolución entre 1999 y 2016, en un análisis que se enmarca en las cumbres de Jefes de Estado y de Gobierno, celebradas desde la primera de ellas, que tuvo lugar en Río de Janeiro, Brasil, en 1999. Las preguntas centrales de este trabajo son: en qué momento se encuentran estas relaciones desde que se lanzó la Asociación Estratégica Birregional; cómo las transformaciones del sistema internacional y de cada regionalismo han influido en este relacionamiento y de qué manera se plantea su posible revitalización. La introducción de esta tesis parte de la observación de que, al poco de iniciada esta trayectoria conjunta al más alto nivel político sobre la base del regionalismo abierto, con el reconocimiento de los avances democráticos de ALC y en respuesta a lasambiciones de EE.UU. en esta zona “floreciente”, la relación UE-CELAC se vio afectada por transformaciones sistémicas, los cambios en ambas regiones y en el propio espacio eurolatinoamericano...

  In the doctoral thesis “Regional actors, regionalism and inter-regionalism: theCommunity of Latin American and Caribbean States (CELAC) and its relations with the EU”, it is proposed to learn about the state of EU-LAC links and their evolution since 1999 to 2016, in an analysis framed within Summits of Heads of State and Government, held since the first of them, which took place in Rio de Janeiro, Brazil, in 1999.Therefore, the key issues of this work are: the state of these relations from the moment the Bi-regional Strategic Association was launched; in what way the transformation of the international system and of each regionalism has influenced these inter-relations and in what way their possible revitalization has been brought up.The introduction to this thesis starts from the observation that a little while after the beginning of this joint action at the highest political level on the basis of an open regionalism, the acknowledgment of the Latina America and Caribbean (LAC) democratic advances, and as a response to the United States ambition in this“flourishing” zone, EU-CELAC relations were affected by systemic transformations, changes in both regionalisms and in the own Euro-Latin American and Caribbean space...
