  • Resumen
    • Ports serve as a point of entry, exit and storage for wide variety of goods. In order to ensure safety, these activities are subject to strict national and international laws that stipulate the standard safety and operational measures to undertake, especially when these goods are considered dangerous.

      Because of the nature of these goods and the intrinsic conditions of port operations, the conditions of risk, hazard and vulnerability vary from one port facility to another. Therefore, the interpretation and application of the regulatory framework may also depend upon each facility, even though current regulations require all ports to provide response mechanisms to act in different scenarios.

      This thesis analyzes the different courses of action considered in the safety plans of the ports of the ports of Barcelona and Tarragona, which are considered the two ports of general interest in the Catalonia region. The study of these plans and the collaboration of the safety personnel at these ports have allowed to identify the best practices that directly affect the evacuation process in terms of contingency planning, execution and risk evaluation. Moreover, this research has resulted in the determination of best practices in the field of emergencies.

      Finally, this thesis includes a proposal to optimize current safety procedures in order to improve safety culture in Spanish ports. This proposal has been validated by experts in the safety field in terms of impact and viability of the initiatives suggested.
