- Resumen
This thesis aims to identify other alternatives to evaluate the Development Plans and Territorial Planning (PDOT), since traditionally the system of evaluation of the municipalities is only to measure if the objectives, goals, etc., that were initially raised in these plans. It should be noted that this has been accepted and kind of effective, but this evaluation system does not cover a hundred percent of effectiveness, since it is not clear what the actual results of its application and monitoring were if it not is analyzed the context for which it was developed. For example, when companies carry out strategic planning in addition to monitoring compliance with objectives, they also carry out market surveys through different systems of indicators and surveys that make it possible to clearly identify if planning is having the expected results. However, the PDOTs do not have this tool that allows public administrators and officials to clearly identify if the development, implementation and monitoring of the PDOTs are achieving the fundamental objective for which they were created "to improve the quality of life”, it is proposed in this context to make a relationship between the PDOTs through their Accomplishment Indicator (AI) and the Human Development Index (HDI) of each one of these territories, with the objective to have a clear vision of how effective these plans are.
The thesis is composed of four parts:
The first part consists of three sub-literals where it was made:
a) Evaluation of the PDOTs to the 25 municipalities of the Province of Guayas - Ecuador, in the two periods of preparation and updating of the years 2012 and 2015, through the Percentage of Content Compliance (PCC).
b) Analysis of the AI, of the 25 municipalities of the Province of Guayas - Ecuador, in the years 2013, 2014, 2015 and 2016.
c) Relationship between the PCC and the AI, of the 25 municipalities of the Province of Guayas - Ecuador, of the two periods of preparation and updating of the years 2012 and 2015.
In the second part a methodological proposal of the MHDI of the 25 municipalities of the Province of Guayas - Ecuador, using census information of the periods 2001 and 2010 and non-census statistical information of the INEC (Ecuador in figures) for the year 2013 and 2016.
In the third part, the correlation between the AI and the MHDI of the 25 municipalities of the Province of Guayas - Ecuador, using the Statistical Package for the Social Sciences (SPSS) as a tool, and an analysis of the goals of the Municipalities: Samborondón, Milagro and Alfredo Baquerizo Moreno.
And the fourth part is aimed at the final conclusions and assessments.
