Resumen de Identification of factors generating time and cost deviation in construction projects: a case study in rural roads in colombia

Las vías rurales desempeñan un papel fundamental en el bienestar económico y social, especialmente en países en desarrollo, contribuyendo al cumplimiento de los Objetivos de Desarrollo Sostenible. Por ello, es necesario planificar adecuadamente estos proyectos para garantizar su éxito. Esta investigación identificó variables significativas relacionadas con desviaciones en tiempo y costo, utilizando datos empíricos de proyectos de vías rurales en Colombia. El análisis bivariado permitió identificar que valores más altos de variables como el presupuesto y la intensidad del proyecto están relacionados con mayores desviaciones en costo y tiempo. Se comprobó que los proyectos de menor duración registran mayores desviaciones en tiempo. Los proyectos con peores resultados son los que se ejecutan en el año de inicio de mandato de los alcaldes, los que se desarrollan en municipios con mayores recursos y los que se adjudican mediante licitación pública. El análisis multivariante, evaluó el efecto de considerar las variables interactúando simultáneamente y se clasificaron por orden de importancia. Los resultados también demostraron una relación entre la desviación en tiempo y costo. Por último, se identificó un grupo de interés de proyectos adjudicados por licitación pública, replicando el método de investigación. Los resultados mostraron que el nivel de competencia es muy bajo, y que incluir requisitos más exigentes a nivel financiero está relacionado con un mejor desempeño. Los resultados identificaron que cuanto más se aleja la oferta del ganador del valor estimado del contrato, mayor es el número de licitadores, lo que a su vez está relacionado con mayores desviaciones. Este estudio contribuye a una mejor comprensión de las causas de los retrasos y los sobrecostos en la construcción de vías rurales, proporcionando una visión útil para los investigadores y los profesionales del sector.

Rural roads play an indispensable role in economic and social well-being, especially in developing countries, contributing to achieving the Sustainable Development Goals. For this reason, it is necessary to plan these projects properly to guarantee their success. In this line, this research aimed to identify significant variables generating overruns in time and cost using empirical data of rural road projects in Colombia. Bivariate analysis allowed identifying that higher values of variables like budget and project intensity are related to higher deviations in cost and time. Additionally, it was found that projects with shorter durations are reporting higher time overruns. The worst performers are projects executed in the year that council mayors start their terms, those developed in municipalities with more resources, and those awarded using a competitive bidding process. Multivariate analysis, through Random Forest, assessed the effect of considering all variables interacting simultaneously and ranking them in order of importance. The results also demonstrated a relationship between cost and time deviation. Finally, a group of interest consisted of projects awarded by competitive bidding was identified, and the research method was replicated. Results showed that competition is very low for these projects, and including more demanding requirements at the financial level in the bids is related to better performance. Results also identified a correlation between the award growth and the number of bidders. The further the bidder's offer is from the estimated contract value, the greater the number of bidders. However, although this is a desirable outcome, the results suggested that it is also related to higher deviations. This study contributes to a better understanding of the causes of delays and cost overruns on rural roads, providing helpful insight for researchers and industry practitioners.
