    Desde que el ser humano es humano ha existido la lucha por el poder; el cual es el instinto de supervivencia de Hobbes planteaba en el siglo XVII para lo cual el ciudadano dejaba su parte de su libertad para alimentar al Leviatán el “Estado” este percepto es la base de la seguridad. Uno de esto mecanismos son las juntas vecinales que apoyan en esta labor a los demás integrantes del tridente de seguridad.

    Esta investigación tuvo como objetivo determinar que implicancias legales de las juntas vecinales en el fortaleciendo de la seguridad ciudadana en los gobiernos locales. La metodología fue cualitativa desde la perspectiva fenomenográfica método hibrido (inductivos-deductivo) por medio de entrevista de profundidad a diez integrantes del triángulo de seguridad, la información obtenida se proceso por medio del soporte digital Atlas.ti., aplicando el análisis del contenido.

    Los resultados mostraron que si existe una normativa vigente en el campo los organismos de autoseguridad como las juntas no está ordenada, debido a que existe varias normas no totalmente conectadas entre sí; asimismo, el accionar. Se concluye que las juntas es una organización y política estatal que capacita activamente a los ciudadanos en mecanismo de autodefensa.

    For as long as man has been human, there has been a struggle for power, which is Hobbes' 17th century survival instinct, for which citizens gave up their freedom to feed the Leviathan, the "state", a perception that is the basis of security. One of these mechanisms are the neighbourhood councils that support the other members of the security trident in this task.

    The objective of this research was to determine the legal implications of the neighbourhood councils in strengthening citizen security in local governments. The methodology was qualitative from a phenomenographic perspective, hybrid method (inductive-deductive) through in-depth interviews with ten members of the security triangle, the information obtained was processed by means of the digital support Atlas.ti, applying content analysis.

    The results showed that if there is a regulation in force in the field, the selfsecurity organisations such as the boards are not ordered, due to the fact that there are several regulations that are not totally connected to each other; likewise, the actions. It is concluded that the juntas are an organisation and state policy that actively trains citizens in self-defence mechanisms.
