The 3-year-long project MAG (2003-2006) is executed in co-operation of OKI (Hungary) and APS International (The Netherlands). Its overall objective is to develop elementary schools as effective places to learn for all children, in such a way that teachers, head teachers and local education officers participate each according to their professional and formal obligations. Important concepts in the innovation at hand are the tri-level reform insides of Michael Fullan, the Effective School Improvement (ESI) project, and the Concerns Based Adoption Model (CBAM). Experiences from the project can also contribute to national and local policy forming in forming supportive environment for learning schools in a decentralised education system.
