Resumen de Diagnóstico y repertorio de políticas para el rediseño institucional de la enseñanza media en Uruguay

  El propósito de este artículo es doble. En la primera parte sostenemos que la Educación Media en el Uruguay tiene un problema estructural de calidad originado en el diseño del propio sistema educativo, asociado a una profunda segmentación académica entre los tres sectores institucionales (Público General, Técnico y Privado) que reproduce la desigualdad social de origen de los estudiantes sin "agregar valor" y con ineficiencia. En la segunda parte nos abocamos a discutir alternativas de política de nivel estructural, que serían causa de los problemas observados. Destacamos especialmente los factores de naturaleza institucional, presentados en tres grupos: la estructura de gestión del sistema, los relativos al plantel docente, y las políticas específicamente orientadas a los estudiantes.

  The purpose of this article is to argue a redesign of the Uruguayan Secondary Education. In the first part, we state that the Secondary Education has an structural problem of quality grounded in the design of the educational system, which is associated with a great academic segmentation of the three institutional sectors ( General Public, Technical Public and Genera Private) that reproduce the original social inequality of the students without "value-add" but with inefficiency. In the second part we discuss alternatives for polices that focus on the factors tha we argued that operate at a structural level and might be the causes of the observed problems. Among them, we highlight especially institutional factors arranged in three groups: the first, related with the management structure of the system; the second one related with the teachers and the third related with student orientd-policies.
