    • The conceptual construction has gone accompanied of a gradual increase of the urban complexity, during the last eighty years; therefore his evolution has journeyed from the simple notion of historical building group to the most contemporary vision as urban historical landscape. The present article proposes to explain this process across the analysis of the international documents of conservation and restoration and other writings, to base the analyses, studies and specific methods, necessary for the conservation of the hereditary values accumulated on them, without losing of sight the necessary adequacy to the contemporary needs, which principal challenge is to solve the contradiction conservation vs. development.

      The proposed methodology is of hybrid character � traditional, strategic, community planning and units of urban historical landscape � for the World Heritage Area of the historical center of Camagüey, and it allows us to exemplify the conceptualization, beginning and applied criteria, as well as the different phases of the process, at three levels of exit: Partial Plan, Plan of Handling and Town-planning Regulations
