Human needs have been catered for by societies differently. The welfare state has only been one of the various formulas adopted through history to meet needs, probably the most participative one.
This paper shows the evolutión of the welfare state from its origins in the XIXth century up to its modern application, and later focuses on the spanish case analysing its development not only since it was first applied under Franco's regime but also in democracy.
Finally, a similar analysis is done in relation with the spanish educational policy, which is reviewed from the times of the dictatorship until the educative reform through the Ley Orgánica General del Sistema Educativo (L.O.G.S.E.).
