This article reports on a study conducted at the point of intersection between political communication and American civilisation in order to verify Marcel Gauchet’s hypothesis on the evolution of liberal democracy after World War II. Our aim was to verify whether our analysis of a very concrete case, the American Civil Rights Act of 1964, confirms the philosopher’s hypothesis of a radical shift in democratic power from the legislative to the executive arm.

Cet article, au croisement de la communication politique et de la civilisation américaine, vise à vérifier empiriquement l’hypothèse formulée par Marcel Gauchet sur l’évolution de la démocratie libérale au lendemain de la deuxième guerre mondiale. À travers l’étude d’un cas très concret, la législation américaine sur les droits civiques de 1964, le projet est ici de vérifier si cette analyse confirme l’hypothèse du philosophe sur le basculement du pouvoir démocratique du législatif à l’exécutif.
