Desarrollo del sistema educativo en municipios certificados y no certificados en Colombia, en los años 2005, 2008 y 2011

    Esta investigación tiene como objetivo identificar los factores con mayor incidencia en los resultados de la cobertura y la calidad educativa en 944 municipios certificados y no certificados para los años 2005, 2008 y 2011. Los resultados de este estudio permitirán evidenciar el grado de desarrollo del sistema educativo a nivel municipal en Colombia.  En primer lugar se realizará un análisis descriptivo sobre el sistema educativo colombiano y sus dos objetivos incluyendo la calidad y la cobertura educativa; se definirá lo que se entiende por municipio en la legislación Colombiana, y el concepto de certificación en educación; y se describirán agrupadas en factores las variables de contexto municipal, gestión pública, eficiencia educativa y gasto público en educación. En la segunda parte, se clasificarán a los municipios certificados y no certificados según sus resultados en cobertura y calidad educativa; seguidamente, se utilizará la metodología de análisis de variables por medio de relaciones, correlaciones y regresiones aplicando la herramienta Statistical Package for the Social Sciences (SPSS), para determinar las variables que permiten explicar en mayor medida el comportamiento del sistema educativo Colombiano a nivel municipal.  Palabras clave: Sistema educativo, calidad educativa, cobertura educativa, factores asociados, certificación.

    This research aims to identify the factors (that influence the coverage and quality of education in 944 certified and non-certified Colombian municipalities for the years 2005, 2008 and 2011. This study will determine the degree of development of the education system at the municipal level in Colombia. Firstly this study will include a descriptive analysis of the Colombian educational system and its two objectives; the quality and coverage of education. The concepts of municipality, educative certification, governance, educational efficiency and public spending on education will be described. In the second segment, we will explain the classification of municipalities according to their results in coverage and quality of education. We will then describe the variable analysis methodology using the Statistical Package for the Social Sciences (SPSS) tool to determine the correlations and regressions of the variables that explain further the performance of the Colombian educational system at the municipal level through the results in educational quality and coverage.  Keywords: Educational system, educational quality, educational coverage, associated factors, certification.
