Resumen de Interpretación teórica del conflicto Estado-sector privado en el sistema agroalimentario venezolano (2001-2016)

  La intervención estatal en el sistema agroalimentario venezolano generó un conflicto Estado-sector privado que incide en la crisis alimentaria actual. En este sentido los objetivos de investigación comprenden analizar el proceso que llevó al conflicto y evaluar la posibilidad de negociar prioridades concertadas entre ambos actores. Incluye un análisis empírico de la intervención estatal, un modelo prospectivo para identificar escenarios y una interpretación teórica del proceso. Se revisaron fuentes bibliográficas y hemerográficas para el análisis empírico. En relación a la identificación de escenarios se aplicó el modelo prospectivo MACTOR mediante el análisis del discurso estatal y privado recogido en 39 entrevistas, 25 respuestas a un cuestionario y 112 declaraciones públicas, entre 2009-2012 y 2014-2016. Al combinar los enfoques teóricos cadena de valor, actor red y análisis multinivel para analizar si es posible negociar el conflicto, los resultados indicaron que los objetivos económicos de ambos actores podrían facilitar la negociación, pero elementos cognitivos obstaculizan esa posibilidad, junto con el poco éxito de la intervención estatal. Concluyendo que la combinación de enfoques permitió ubicar el proceso analizado en una interpretación teórica del conflicto, que abre perspectivas de investigación más amplias para explicar el enfrentamiento actual en Venezuela.

  State intervention in the Venezuelan agri-food system generated a state-private conflict that affects the current food crisis. In this sense, the research objectives include analyzing the process leading to the conflict and evaluating the possibility of negotiating agreed priorities between the two actors. It includes an empirical analysis of state intervention, a prospective model to identify scenarios and a theoretical interpretation of the process. Bibliographical and hemerographic sources were reviewed for the empirical analysis. Regarding the identification of scenarios, the MACTOR prospective model was applied through the analysis of the state and private discourse collected in 39 interviews, 25 responses to a questionnaire and 112 public statements between 2009-2012 and 2014-2016. By combining the theoretical approaches of value chain, actor network and multilevel analysis to analyze if it is possible to negotiate the conflict, the results indicated that the economic objectives of both actors could facilitate the negotiation, but cognitive elements hamper that possibility, together with the little success Of state intervention. Concluding that the combination of approaches allowed to locate the analyzed process in a theoretical interpretation of the conflict, which opens up broader research perspectives to explain the current confrontation in Venezuela.
