    Los cambios en la política inversionista del país en los últimos años, dados por la ocurrencia de hechos económicos fundamentales a finales de los años 90, con la creación de grupos inversionistas ramales violaron todas las estructuras de esta tecnociencia, alejándose del trabajo integral prospectivo que se venía realizando desde el triunfo de la Revolución y descapitalizando el patrimonio territorial construido y preservado. En consecuencia, la gestión urbana de los Consejos de Administración Municipales o Provinciales, que en respuestas sociales emergentes desobedecieron la legislación vigente, propiciaron el desarrollo caótico de muchas ciudades y territorios. En el trabajo se analiza lo que significó la Planificación Física como garante del desarrollo local homogéneo sostenible, utilizando el Modelo en desuso de Plan General de Ordenamiento Territorial, argumentándose su imperiosa reivindicación como instrumento de gestión para la gobernabilidad, encauzamiento de la iniciativa popular y la sostenibilidad del Socialismo.

    The changes in the political investor of the country in the last years, given by the occurrence of principal economic facts at the end of the years 90, with the creation of groups investors brunches violated all the structures of this technologic science, moving away from the prospective integral work that one came carrying out from the victory of the Revolution and impoverishing the built and preserved territorial patrimony. In consequence, the urban administration of the Municipal or Provincial Council of Administration that they disobeyed the effective legislation in emergent social answers, propitiated the chaotic development of many cities and territories.. In the work that is analyzed that meant the Physical Planning as guarantor of the sustainable homogeneous local development, using the Pattern in disuse of General Plan of Territorial Classification, being argued their imperious recovery like gobernable administration instrument , to channel the popular initiative and the sustainable Socialism.
