    • The concept of ‘public opinion’ is basic when referring to current democracies – as well as their future. A free society requires a sphere of opinion, autonomous with regards to the State and willing to discuss common concerns. Mass media, that is to say, the published opinion, become a fundamental part in the task of informing about the will of people. Therefore, media must function in a framework based on moral obligation. Beyond the need for several self-regulating mechanisms, it should also be noted that the development of new technologies opens up a field full of opportunities for participation. The action of monitoring, as proposed by J. Keane, will help us to reflect on the influence that civil society is able to exert on the State. Monitoring, that is, the action of watching over or follow someone through a monitor, can acquire an essential importance to assess communication media since citizens may report or alert against malpractices via alternative means. Hence, the role of the citizen, the moral subject, gains new relevancy in cyberspace luxuriance.
