    • This paper describes some of the implications for staff development in maintained teacher education institutions of two Department of Education and Science (DES) Circulars. Circular 5/84 set out criteria which would be used by the Secretary of State in the approval of initial courses of teacher education, several of which have implications for staff development policy and practice. Circular 6/86 introduced more systematic ways by which staff development funds would be allocated to areas of national and local priority. The paper considers the impact of each circular and the interplay between them.
