    This article will analyse the reform of French scientific research proposed by the French government in 2019-2020, by looking at it in the context of its development, circulation and reception. This context has been characterised by a strategic opacity and a stated bias on the part of the government, and by widespread and highly critical opposition on the part of a substantial proportion of the research community and all the consultative bodies. A comparison of the bill and the counter-proposals allows us to assess the issues involved.

    Cet article propose une analyse du projet de loi de programmation pour la recherche proposé par le gouvernement français en 2019-2020, en le situant dans son contexte d’élaboration, de circulation et de réception. Ce contexte a été marqué par une opacité stratégique et un parti-pris affirmé de la part du gouvernement et par une opposition massive très critique de la part d’une bonne partie du monde de la recherche et par l’ensemble des instances consultatives. La confrontation du projet et des contre-propositions permet d’en mesurer les enjeux.
