Resumen de Competencia digital para la ciudadanía:hacia una «Brecha digital 0»: proyectopiloto en las Tierras del Ebro (Tarragona)

  Los adelantos digitales ofrecen nuevas oportunidades, pero también aparecende nuevas brechas entre la ciudadanía (conectividad, infraestructura y capacitación). Es necesario contrarrestarlas, sobre todo entre grupos sociales másvulnerables que no están alfabetizados digitalmente, que no aprovechan lasoportunidades de las redes ni generan una identidad digital positiva, etc. Eneste contexto conviene diseñar estrategias, innovadoras y formativas, orientadas a capacitar a la ciudadanía en la gestión de su contexto personal y socialtambién con herramientas digitales.El proyecto tiene un carácter eminentemente social y, en esta primera fasese realizó como prueba piloto en las cuatro comarcas de las Tierras del Ebro,ubicadas en el sur de la provincia de Tarragona (Cataluña, España) para impulsar el desarrollo de la competencia digital ciudadana (2020PGR-DIPTA-URV142020-2021).Se inicia una línea de innovación orientada a la transferencia social de lacompetencia digital. Los ámbitos digitales se abordan en conexión con referentes territoriales y desde la cotidianidad del estar, bienestar y derechos enlínea. Para ello, se plantea una herramienta de evaluación del punto de partida de la competencia, un enfoque formativo en línea basado en retos, recursos ymapa digital contextuales, y la integración de experiencias en el territorio.

  The advances of the digital world offer new opportunities, also the apparitionof new gap of connectivity, infrastructure and qualification of the citizenship.It is necessary to counter them especially between social groups more vulnerable, people that are not taught to read and write digitally, that do not know totake advantage of the opportunities that offer the networks neither generate apositive digital identity, etc. In this context is necessary to design strategies,innovative and formative, oriented to qualify to the citizenship so that it canmanage his personal and social context also with digital tools.The project has an essentially social character and, in this first phase madelike pilot proof in the four regions of the Earths of the Ebro, situated in thesouth of the province of Tarragona (Catalonia/Spain) to promote the development of the citizen digital ability (2020PGR-DIPTA-URV14 2020-2021).It initiates like this a line of social innovation transfer of the digital skills. Thefields and digital commands tackle in connection with territorial referents andfrom the usual to be, welfare and rights online. For this poses a tool of evaluationof the starting point of the competition for the citizenship, the application of anon-line formative approach based in challenges, the preparation of resources andcontextual digital map and the integration of experiences in the territory.
