“Sacando al zorro del gallinero”: tensiones y disputas entre UATRE y las Sociedades Rurales locales por el control de ISSARA. Entre Ríos (1990-1995)

    El presente artículo se propone dar cuenta de las tensiones y disputas que se suscitaron entre la Unión Argentina de Trabajadores Rurales y Estibadores y las Sociedades Rurales locales, en el periodo transicional comprendido entre la normalización del sindicato y la conformación de la Obra Social del Personal Rural y Estibadores de la República Argentina. Recuperando la experiencia de los primeros pasos de UATRE en la Provincia de Entre Ríos, y de manera particular su vinculación con las Sociedades Rurales, que por entonces eran sede de las bocas de expendio del Instituto de Servicios Sociales para las Actividades Rurales y Afines, obra social mixta correspondiente a los trabajadores y productores rurales. El estudio se apoya fundamentalmente en fuentes orales, documentales, así como en los registros de prensa de la época, a partir de las cuales se identificó la presencia de una relación conflictiva, en el marco de la disputa por el control de la obra social. Proceso que se expresó en un fuerte rechazo hacia el sindicato y sus representantes, la injerencia en las bocas de expendio y su política de afiliación.

    This article aims to account for the tensions and disputes that arose between the Unión Argentina de Trabajadores Rurales y Estibadores and the local Rural Societies, in the transitional period between the normalization of the union and the creation of the Obra Social del Personal Rural y Estibadores de la República Argentina. Recovering the experience of the first steps of UATRE in the Province of Entre Ríos, and in particular its link with the Rural Societies, which at that time were the headquarters of the outlets of the Instituto de Servicios Sociales para las Actividades Rurales y Afines, a mixed social work corresponding to rural workers and producers. The study is mainly based on oral and documentary sources, as well as on the press records of the time, from which the presence of a conflictive relationship was identified, within the framework of the dispute for the control of the social welfare fund. This process was expressed in a strong rejection of the union and its representatives, its interference in the outlets and its affiliation policy.
